90 years later, St. Francis Dam failure parallels Oroville Dam crisis,
Chico Enterprise Record, March 11, 2018.

"The St. Francis Dam, which was owned by the city of Los Angeles, collapsed without warning to residents around midnight on March 12, 1928, resulting in the death of 400 to 600 people. The range is wide because a number of undocumented people who worked in the area were not accounted for."

"...dam safety experts worry that the Oroville Dam crisis showed that some of those crucial lessons have been forgotten — or were never retained in the first place."

"A series of forensic investigations were conducted when the St. Francis Dam failed, concluding that human factors leading to the break included: warning signs of distress within the structure dismissed by inspectors, an overconfidence in William Mulholland, the self-taught engineer who designed the structure and oversaw construction, and also a lack of external oversight of the design and construction."

“In both cases, the problem was not lack of sufficient knowledge collectively within the industry, but rather insufficient awareness and application of that knowledge."

An Inability to IDENTIFY the PROBLEM

Hilarious. No, "insufficient awareness and application of that knowledge," was not the problem back then, nor is it the problem today. The "Problem" of special interests bribing and controlling our politicians remains unidentified in today's article above, unlike the object of one of the few bits of honest reporting I've encountered, also in the same newspaper, which clearly identified the political influences degrading construction standards.

More specifically, the problem back then was greed corrupting politics, resulting in deadly infrastructure with crappy, if any oversight and maintenance. The only way to stop this type of corruption is to stop the developers-bankers-agricultural interests from bribing all of our politicians. That's about the only way we can stop getting-ripped off through the building of corrupted, compromised infrastructure, and a whole lot more corruption that's compromised every aspect of our government, can be slowed or be stopped.

It's as simple as that... bribed politicians support their bribers. In our country these are the richest corporate interests. So, "our," politicians serve them. It's as simple as that. That's the open corruption of our most fundamental political and social ethics that's seriously damaged all aspects of our environment. Our political system has been captured and enslaved by Greed, and bound with golden chains of Corruption. We must break those chains to free our democratic republic to save our environment.

We have allowed a political and economic nobility to rise, and they have excaped the constraints of our constitution and its democratic forms. They have instituted a Corporate Growth Machine of Death threatening our country and the whole world.

Nonetheless, the extra layer of oversight on our corrupted political buracracy advanced by Assembly Bill 1270 is required by the corrupted Age of Cheaters we are living within.
